Quick answer  Rental car insurance does not cover every event. Exclusions can include drink driving, an unlisted driver, prohibited roads or territory, failure to report an incident, water damage, loss of keys and certain tyre, wheel, glass, underbody or interior damage. The agreement and policy for the selected car are the authority.

Driver and use exclusions

Cover may be refused when the driver is not listed, lacks the required documents, drives under the influence, races, tows without permission or uses the car outside the agreed territory. A higher insurance package does not make prohibited use acceptable.

Water, sand and unsuitable roads

Driving into floodwater, onto beach sand or along a closed or unsuitable track can cause engine, transmission, underbody and recovery costs. These events are often treated differently from an ordinary road accident. Turn around when water depth or road status is uncertain.
